Lors de la répartition des sièges au Conseil national, le nombre entier immédiatement supérieur au quotient obtenu de la division par le nombre des sièges restants, de la population de résidence des cantons restant après la répartition préliminaire après que tous les cantons avec une population de résidence trop peu élévée ont obtenu au moins un siège et ne participent plus à la répartition des sièges.
