« [Cost-benefit analysis] compares the situation without the project to the situation with the project. Therefore, only additional costs and benefits are considered. These costs and benefits should be exclusively attributable to the project. According to widely recognised theory on results measurement, the ‘with vs. without’ comparison should be done with control groups (counterfactuals). However, for various reasons, this often proves to be difficult in practice when external factors cannot be controlled, e.g. existence of other donors. »
