OBS: The Fiscal Stabilization Program is authorized by the Federal-Provincial Fiscal Arrangements Act and falls under the responsibility of the Minister of Finance. It enables the federal government to provide financial assistance to any province faced with a year-over-year decline in its non-resource revenues greater than five percent.
