- Face à l’augmentation de la complexité, de la durée et de la fréquence des crises humanitaires, des conflits violents, des catastrophes naturelles et des épidémies, il est indispensable de coordonner, dans le cadre d’une approche intégrée, l’utilisation des trois instruments de politique extérieure (aide humanitaire, coopération au développement à long terme et promotion de la paix) pour obtenir des effets durables dans les contextes de crises. Un des grands défis consiste à répondre aux besoins humanitaires récurrents en même temps qu’aux besoins de développement à long terme. La démarche du « triple nexus », aussi appelée nexus humanitaire-développement-paix, consiste à relier ces trois instruments et à coordonner leur action. Elle permet d’aborder les problèmes comme la pauvreté et les conflits violents ainsi que la complexité de leurs causes profondes au moyen d’une approche holistique.

- «Nexus» bedeutet «Verkettung» oder «Verknüpfung». Die steigende Komplexität, die länger anhaltende Dauer und die zunehmende Häufigkeit von humanitären Krisen, gewaltsamen Konflikten, extremen Naturereignissen und Epidemien machen eine integrierte Arbeitsweise der drei aussenpolitischen Instrumente – humanitäre Hilfe, langfristige Entwicklungszusammenarbeit und Friedensförderung ? notwendig, um nachhaltigere Wirkungen in Krisenkontexten zu erzielen. Eine grosse Herausforderung besteht darin, zeitgleich wiederkehrende humanitäre Not zu lindern und längerfristige Entwicklungsziele zu erreichen. Der sogenannte «Triple Nexus», auch bekannt als «Humanitarian–Development–Peace»-Nexus, verbindet diese drei Instrumente und stimmt sie untereinander ab. Armut, gewaltsame Konflikte und die zugrundeliegenden multisektoralen Ursachen von Krisen werden damit ganzheitlich angegangen.

La crescente complessità, durata e frequenza delle crisi umanitarie, dei conflitti violenti, degli eventi naturali estremi e delle epidemie impongono un approccio integrato con il ricorso ai tre strumenti di politica estera (aiuto umanitario, cooperazione allo sviluppo a lungo termine e promozione della pace) per ottenere effetti più duraturi nei contesti di crisi. Una grande sfida consiste nel mitigare le emergenze umanitarie ricorrenti e nel contempo raggiungere obiettivi di sviluppo a più lungo termine. Il cosiddetto approccio del triplo nesso (triple nexus), noto anche come nexus tra sviluppo, aiuto umanitario e pace, collega questi tre strumenti e ne coordina l’azione. Consente di affrontare problemi quali la povertà, i conflitti violenti e le relative cause multisettoriali delle crisi nel quadro di un approccio globale.

- Nexus means linking. The growing complexity, longer duration and increasing frequency of humanitarian crises, armed conflicts, extreme natural events and epidemics make necessary the integrated deployment of the three foreign policy instruments – humanitarian aid, long-term development cooperation and peacebuilding ? in order to achieve more sustainable impact in crisis contexts. Simultaneously alleviating recurring humanitarian need and achieving longer-term development goals represents a major challenge. The triple nexus – also known as the humanitarian/ development/peace nexus – combines and harmonises these three instruments. This means poverty, armed conflict and the underlying multisectoral causes of crises are addressed in a holistic manner.
