Controllano le persone e le merci in entrata e in uscita dal campo e possono arrivare ad esigere dagli IDP una percentuale dei prodotti di aiuto umanitario. »
« Seit vielen Jahren erschweren so genannte «Gatekeeper» internationale humanitäre Hilfe in Somalia. Gatekeeper sind einflussreiche Individuen, meist aus den herrschenden Clans, die die Rolle von Lagermanagern einnehmen und Hilfslieferungen kontrollieren. Viele Binnenvertriebene berichten, dass sie grosse Mengen der erhaltenen Hilfsmittel abgeben müssen. Zum Teil müssen sie die erhaltenen Nahrungsmittel auch als Ganzes an die Gatekeeper weiterleiten. Im Gegenzug erhalten sie Geld, wobei die Summe deutlich geringer als der Wert der Nahrungsmittel ist. »
