CONT: Le titulaire de permis fait rapport immédiatement à la Commission [...] de tout renseignement révélant l'existence de dégradation anormale, d'affaiblissement ou de début de défaillance de tout composant ou système dont la défaillance pourrait représenter ou entraîner un risque grave pour la santé ou la sécurité ou de sérieuses répercussions sur l'environnement.
OBS: On retrouve aussi «début de défaillance» dans le Règlement général sur la sûreté et la réglementation nucléaires (mai 2000).

CONT: Every licensee shall forthwith report to the Board ... information revealing abnormal degradation, weakening or incipient failure of any component or system, the failure of which could constitute or contribute to a significant risk to health and safety or have a significant effect on the environment.
OBS: We can also find ""incipient failure"" in the General Nuclear Safety and Control Regulations, May 2000.
