Procédure de vote grâce à laquelle le vote peut être exprimé quelques jours avant le jour du scrutin, le droit cantonal devant prévoir que le scrutin puisse être ouvert pendant une durée déterminée dans les bureaux de vote ou que l'électeur puisse remettre son bulletin de vote dans une enveloppe cachetée auprès d'un service compétent.
