Personne qui occupe ou a occupé une fonction publique importante à l'étranger, soit notamment comme chef d'Etat ou de gouvernement, comme politicien de haut rang, haut fonctionnaire de l'administration, de la justice, de l'armée et des partis au niveau national ou comme membre des plus hauts organes d'une entreprise étatique d'importance nationale.
